I tend to go the other direction.
Treatments don't allow for tracking systems, verification systems, identifying systems, and other necessary inputs for Orwellian Democracy. But vaccines and associated passports are perfect for that.
The integration of health records, identity, employment, and all aspects of one's life into one system is a tyrant's dream. I think government is using vaccines more than vaccines are using government.
