Skewed logic. The meddling happened under Obama's watch. His responsibility, not a Republican campaign's, to do something about it. Ask the NY Times, ask CNN(who also just pointed this out).
Except that the Trump campaign was well aware that the Russians were trying to help them.
So? The Steele Dossier was full of claims from Russians that Trump did this, Cohen did that, etc, designed to hurt Trump. And Mueller has established there was no collusion between the Trump campaign and the Russians. Whether Trump was aware of Russian actions or not, the Obama administration was the legal authority. It was their responsibility from 2014-2016 when Russian meddling was known about to do something about it. You can argue all day about who's responsible for the last budget, but Russian meddling took place under Obama's watch, not Trump's.

CNN reported that it said someone in the trump campaign met with a Russian once (not trump). But did not work with them. No collusion. Also said no laws were broken.
