Fact is that finally the executive board is just starting to cut some fat from their own underlings. No more opportunities to retire as a millionaire for middle management, eliminating redundant departments and positions and cutting perks and benefits.
Another factor is the unlimited prospect of continual growth in volume due to the pandemic, the World has gotten a taste of buying off the internet...free shipping included.
Every Company and Corporation in the world will be raising rates to cover increased labor and material costs, including UPS. It will go up 6.5 next year instead of the standard 5.5 and everybody is doing it.
This less paying, 4 year progression 22.4 position is a “dog” for the Company and the Union, I can see it be eliminated in the 2023 Contract. The Company wants these temporary PVD positions to complete with Amazon on same day delivery, why I do not know, much like these drones, just a pipe dream.

Yep, I believe we didn't negotiate PVD language because of the grievances filed. Though I could be wrong. Guarantee it will be negotiated in 2023.
