I think the best advice that you have received thus far is to let him choose his vacation weeks and then work the surprise around those weeks.

Yes, a friday night.. Send him to the store before he comes home, have it alll set up. Tell him to put in an 8 hr request, tell everyone to be there by X time, and birthday solved, and give him the tickets for wherever, for his vacation week. Done.
