Incorrect. People can be victims of an accident without anyone being convicted or even charged. People can be victims without enough evidence to get a conviction or bring charges. People can be victims and those charged let out on a technicality. You know. Like Bill Cosby was let out not too long ago. Doesn’t mean he didn’t have a long list of victims.
