we settled for the coin toss, in orientation class. we had the same p/t date and where going driving on the same date. we agreed on it and it has never been a problem.

It was settled by a coin toss but yes there were hard feelings at times ( especially when bidding routes and picking vacations) by the loser. They are both retired now but they had some good fights over the years. The loser worked an extra month after the other one retired just so he could say he was head driver for awhile-sick

Like most "grey" issues of this nature you won't find a resolution in the Nat Master. Check with your local as it has assuredly arose in the past. Whatever the remedy was then has now set a precedence. This is why we see so many answers to the same question.
