They must feel it's very important to get it right away since they aren't even giving locals a full two weeks to prepare and get the word out while also performing the vote.

Then we keep counting til we have an overwhelming number. It’s not how many votes that matters, it’s who does the counting

Well it sounds like 1 of two things. Your local is doing as it wants or those plans were made before the instructions from the IBT came out.
