I don't get this line of thinking. So is the thinking that only Republicans can investigate republicans? What does this actually mean?

It doesn't mean anything----you will find that baba likes to create controversy where it doesn't exist.
Nah, this is a thing amongst Republicans in Congress who are pretending that merely being a Democrat or working for Democrats or contributing to Democratic candidates is controversial and means you can't investigate republicans and is cause to discredit Mueller and the investigation.

When you find out that members of Mueller's team openly spoke of their support of Hillary and disdain for Trump in emails, or were connected to the infamous dossier, and since day one holdovers from the previous administration have been working to subvert his presidency, as have most of the media, it certainly casts doubt on the impartiality of any investigation run by Democrats.

Bias means being a democrat or working with or for democrats.

Again, a lot of republicans seem to be saying that democrats cannot credibly investigate republicans.
