I think Congress ends up giving the Border Patrol the money for whatever the it thinks it should use it for to better protect the border. That way both sides can say the decision was out of their hands. Was left to the experts, not the politicians. Maybe another government funding extension is granted while a study is done.

Trump doesn’t use studies to determine policy. He creates policy and then has someone make up a study to justify it. He doesn’t follow proper procedure, that’s why many of his regulation rollbacks are getting tossed by the courts.

Rest assured there will not be another government shutdown three weeks from now which means that there will be no wall. Trump can try to use emergency powers but there will be little support in the Senate whose sole objective now is to preserve it's majority given the power that Pelosi has shown that she now has. And if if given the power to build his vanity driven wall it requires the taking of privately owned land along with the prospect of owner law suits being filed instate courts could delay construction for years.
