The plane does not belong to Trump and it is not up to him to “approve” its use.
It is one of several Boeing C-32’s (757’s) that are customarily used to transport VIP’s such as visiting heads of state.
When Pence is using it, it is automatically given the military designation of Air Force Two.
The plane is government property and there is a protocol for its use that is not subject to the whims of Presidential approval.
The same plane was used to transport the body of US Marine officer Johnny Spann, who died in combat in Afghanistan, back to the United States for burial.
US taxpayers paid for McCain to be flown on that plane. Trump had nothing to do with it.

Did he write a check for the cost of flying it to Washington DC? No.

Trump is not responsible for “approving” the use of military aircraft any more than he is for approving the use of cars in the White House motor pool.
And even if he were responsible for “approving” its use, the fact remains that he is not paying for it...so memes that try to make him look magnanimous for signing off on the use of something that is not even his to begin with are grossly inaccurate.
