This is plausible. The location is based on the service point. If the service point at a mall is the corner of the street, then your delivery to the Sears on the opposite end could potentially trigger a flag.
Contrary to popular belief, ODSE does not interact with your DIAD. Your DIAD sends information to the server which ODSE accesses, it's called a manifest update and happens every few minutes.
The most the center can do TO your DIAD is send you a message. The most the system can do is update your manifest, whether it is a delivery or pickup. That's it. No secret techvoodoo occurs. There's no interactivity, no button pushing, no flashing or Christmas lights, that's all reserved for you.
The center does not have a GPS. The building already knows where it is, it's a service point.
Most of the things people are mentioning are discovered the next day, there's no way for the center to know you didn't wear your seat belt the moment it happens. SSP compiles that data the following morning, that's why you get the warning letter then and not when you RTB. Many types of VOJS are done through SSP as well, not while you're on car.
