Obama made plenty of decisions, many of which weren't decisive, granted.

Can we at least agree that the simple act of 'making a decision' is generally meaningless?

Everyone talks about Obama and yes it appears he choose to not deploy the weapon (MOAB) in his 8 years BUT the weapon has been available and in the US arsenal since 2003' when 15 bombs were built at the McAlester Army Ammunition Plant. This doesn't count the 2 bombs used in 2 tests at Elgin Air Force Base Florida. Why did George W. Bush not deploy the weapon in the remaining 5 year of his Presidency?
