Many government workers do not pay into SS, they have their own plans, teachers unions for example.
The plan is going broke. The logical step is to stop the bleeding first. Since people live a lot longer than when the plan was implemented decades ago, it's not unreasonable to increase the retirement age.

Do away with the government pensions and put that money into Social Security if you are going to start including government workers.
its called an improved standard of living. if you increase the age then you are working longer instead of retiring longer.
