I've been all over the U.S. With the possible exception of Detroit, only certain neighborhoods could be described that way, not whole cities.by protesting they are by default rebuilding their cities. the cities were trashed before they destroying anything anyways; decades of privatization, govt cutting budgets, and globalization has left US cities looking like war zones.
