I'll agree with most of this, minus the "refer to specialist". In IPA's (groups) referring to a specialist is a tricky situation. Most of them have a panel to review. Sad situation for our health care providers that can't do what they need to do.
I dont see where this is a credible qoute. It only sources back to right wing nut media. Not one of them place the quote at an event, function or campaign speech.

Campaign speech given on March 31, 2008 when candidate Obama was critical of Bush for his use of Executive Orders in by passing Congress regarding the Patriot Act. I searched the net to validate the quote before posting even to the point of listening to a audio of the speech and hearing the words coming from Obama himself. Here is an abbreviated segment with the quote in question and then a comparison to his later position once in office. And for the record candidate Bush was critical of many of the very things as President that he did.
