There has never been a vaccine that is 100% safe and effective. That hasn't stop us from vaccinating for chicken pox, mumps, rubella, polio, small pox, and many other diseases with a high rate of effectiveness. We done this for over a hundred years and we've never became a communist country.

Ironically enough it was another vaccine, developed by Louis Pasteur some 90 years after Edward Jenner successfully developed his small pox vaccine, that hydrophobia became preventable by administering the rabies vaccine promptly after an animal bite.
