The language for drivers has tightened up. For all others, the language has been eliminated.
According to @LagunaBrown the language has gotten better. He seems to think that taking one step back for every step forward is making progress.

Problem I see is Art 6 didn't cover inside employees from the beginning.
It's was for GPS. They don't use GPS on Inside employees.
