These "wildly popular" programs are only that way until it comes out of the pockets of those very same voters.

My point being that conservative voters in reality and based on polling those voters love the largest federal government programs despite paying taxes for those programs( social security, medicare, Medicaid), and yet they support elected conservatives whose policy preferences are to destroy those programs.

I think conservative elected officials use a lot of vague rhetoric about big or wasteful government that gets translated by conservative voters as programs that they believe aid groups of Americans they see as immoral, lazy, violent, as undeserving of government help.
