Is it you who determines that if a Christian is openly living in sin it is the Church elders that have a responsibility to tell him so and warn him he will be shunned and disfellowshipped if he refuses to stop.

That was not the question , The question was; Is it you who decides what qualifies for someone to be on the wrong path that your sense of responsibility prompts you to tell them that they are on the wrong path?

The question was not: are there people on this earth given responsibility to shepherd the flock and preserve it.

IMO You really need to read more carefully.
For example, it is I who, after being told by YOU that you disagree that the Bible is the inspired Word of God and that you believe that the writers got numerous things wrong including their take on sexual sin, hell and eternal punishment, and your belief that you are spoken to directly by God, would inform the Church elders of your stands and they, if you are a member of our congregation, would tell you that you are advocating false doctrine and must stop or be separated from our congregation.

You asked if it will be you. No, the scriptures assign that authority to the Church elders although all Christians have a responsibility to warn their brothers against being involved in a sin. If I know my brother in Christ is cheating on his wife I have a responsibility to talk to him and try to persuade him to stop. I believe based on your earlier statements you'd not get involved.

So your answer is you and you are basing your answer on your understanding of God. Correct?

Yes, I'm basing it on what we're told in the Scriptures. You refuse to accept what the Scriptures say on certain subjects. That's not your understanding, it's your rejection.
Yes, you as well refuse to accept Scriptures say on certain subjects as well so we have a similarly understanding.

I am not clear on what you mean by the use of the word rejection in this reply so I will have to say my understanding differs on this part.

Please tell me what I'm rejecting?

And most of the time I do. But if I saw a fellow Christian hugging and kissing someone I know isn't his wife, for example, I would have a responsibility to tell him he is wrong for doing so and he needs to stop it.
