Theoretically if a package accepted at a small center was a bomb it could get loaded on a semi...a semi blowing up on the highway would kill more than 1 person....two they could address it to a local business and could target a bunch of people...or God forbidvif somehow it managed to make it on a plane which I doubt would happen...but you can imagine
